IMPORTANT UPDATES


Last year, the United States Department of Transportation (USDOT) promulgated a new rule in which it adopted a new Unified Registration System (URS)-- not to be confused with Unified Carrier Registration (UCR). The new URS rule, which addresses those carrier that have failed to file their Biennial Reports, went into effect on November 1, 2013. 

NOTICE:

This is a notice I received today, if you have already updated your filing, make sure you recheck. Several companies have received notice from FMCSA regarding their filing being out of date when it has been updated within the last year. It is my suggestion that regardless if you updated last year or last week, if you receive a notice, update again. It is a sample process and requires little effort. Enforcement began on March 1, 2014. 

USDOT is currently deactivating USDOT Numbers.

Motor carriers subject to the jurisdiction of USDOT are required to update their carrier profile every two years pursuant to Federal Regulation 49 CFR 390.19 by filing a Biennial Report (MCS-150 form). You must do this even if your company has not changed its information, has ceased interstate operations (i.e. changed to operating within your state only) since the last update, or is no longer in business (file a final report). 

FILING SCHEDULE 

Each motor carrier or intermodal equipment provider must file the appropriate form at the following times... 

Before it begins operations and every 24 months, according to the foll owing schedule:

If your USDOT number ends in: Must file by last day of:

4April 
5May 
6 June 
7 July 
8 August 
9 September 
0 October

If the next-to-last digit of its USDOT Number is odd, the motor carrier or intermodal equipment provider shall file its update in every odd-numbered calendar year. If the next-to-last digit of the USDOT Number is even, the motor carrier or intermodal equipment provider shall file its update in every even-numbered calendar year. 

Under URS, failure to complete a Biennial Report may result in deactivation of your USDOT number and civil penalties of up to $1,000 per day, not to exceed $10,000.
